Germa Bakker is a senior road pricing policy advisor and project manager for the City of Amsterdam's Department of Traffic and Transport. She brings her expertise in law and economics to the transportation field where she has now worked for over 20 years.
Reg Evans, Halcrow Consulting, London, UK
Reg Evans is a transport economist with more than 30 years experience in the development and appraisal of transport projects and policies. Having led the initial assessment of the congestion charging scheme that was implemented in Central London, he is currently evaluating its costs and benefits.
Robin Lindsey, University of Alberta, Canada
Dr. Lindsey's research interests include road pricing, traffic congestion models, paying for roads, traveler risk aversion and advanced traveler information systems. Lindsey has participated in several European Union projects concerned with efficient transportation pricing, usage of user charge revenues, and institutional factors in transport policy implementation. He has also studied private provision of roads and other topics related to market structure and efficiency. Lindsey holds a Ph.D in economics from Princeton University as well as an M.A. and B.A. (Economics and Physics) from Queen's University.
Nicolas Mery, Ministry of Ecology, Energy, Sustainable Development and Territory Planning, France
Nicolas Mery has been managing road pricing contracts between the French government and several French roadway concessionaires (ASF, ESCOTA and CEVM) since 2005. Prior to this, he was based at the French Embassy in Washington DC, where he facilitated the development of French-American relations pertaining to institutional and industrial transportation activities. Mr. Mery is a graduate of the French National School for Public Work.
Martin Rickmann, Toll Collect GmbH, Germany
Martin Rickmann's extensive career has included government work, public relations and marketing. Shortly after joining Toll Collect in 2004, he was responsible for stakeholder consultations with political decision makers and haulage associations across Germany and Europe. Since then, he has been in charge of Toll Collect's media relations, marketing, public affairs and internal communications.
James Whitty, Oregon Department of Transportation, USA
James Whitty has led all aspects of development and implementation of Oregon's visionary Road User Fee Pilot Program, which tracks vehicle miles traveled and collects revenue from drivers and service stations. In addition, James has headed Oregon's public-private partnership program, which engages the private sector in financing highway projects.
