Kenneth Buckeye, Minnesota Department of Transportation, USA

Ken Buckeye is Program Manager for Value Pricing with the Office of Policy, Safety and Strategic Initiatives at the Minnesota Department of Transportation (Mn/DOT). Ken has more than 20 years of experience in transportation planning and project management covering nearly all modes of travel. Most recently his work at Mn/DOT has focused on congestion pricing alternatives as a means to manage demand and to help finance transportation systems. He has led the department on numerous value pricing research and development initiatives including HOT lanes, pay-as-you-drive demonstrations, and mileage-based user fees. Ken has a BA in Urban Affairs and Business Management from St. Cloud State University and a Masters Degree in City and Regional Planning from Southern Illinois University.

Patrick DeCorla-Souza, US Department of Transportation, USA

Patrick DeCorla-Souza is Program Manager for Tolling and Pricing in the Office of Innovative Program Delivery at the Federal Highway Administration headquarters office in Washington, DC. Patrick has been leading USDOT efforts in promoting congestion pricing since 1999. He oversees congestion pricing initiatives across the U.S., working with public and private sector partners nationwide to implement innovative road pricing strategies. Patrick has developed innovative approaches to address public acceptance issues related to road pricing, new performance-based approaches for implementing pricing with complementary transit services; and simplified analytical tools that make it easier to generate critical impact information on road pricing strategies implemented in conjunction with transit improvements. His ideas and research have been published in various international professional and trade journals. Patrick has Masters degrees in Transportation Planning and in Civil Engineering, and co-chairs the U.S. Transportation Research Board’s Congestion Pricing Committee.

Robin Lindsey, University of Alberta, Canada

Dr. Lindsey's research interests include road pricing, traffic congestion models, paying for roads, traveler risk aversion and advanced traveler information systems. Lindsey has participated in several European Union projects concerned with efficient transportation pricing, usage of user charge revenues, and institutional factors in transport policy implementation. He has also studied private provision of roads and other topics related to market structure and efficiency. Lindsey holds a Ph.D in economics from Princeton University as well as an M.A. and B.A. (Economics and Physics) from Queen's University.

Imad Nassereddine, 407 ETR Concession Company, Canada

Imad Nassereddine, a professional engineer, is the Chief Traffic Operations Officer at the 407 ETR Concession Company. In this position, Mr. Nassereddine oversees the development, analysis and management of all activities related to traffic and revenues and the management of toll rate setting. He is also responsible for the delivery of a cost-effective program covering all aspects of the maintenance and operations of the 108 km all-electronic open road toll highway, including all road infrastructure, roadside tolling infrastructure, traffic operations and patrols, and the management of all policing and enforcement activities.Imad has over 20 years of experience in the transportation field. Prior to joining 407 ETR, he was Manager, Transportation Systems, at SNC-Lavalin Inc., where he was responsible for the overall project management and administration of traffic engineering, ITS, highway and transit planning and design projects. Mr. Nassereddine holds a B.Sc. and an M.Sc. in Civil Engineering, Transportation field.

Andrew Price, Halcrow Consulting, United Kingdom

Andrew Price is Chief Economist of UK-based infrastructure consultancy Halcrow Group Limited. Having worked on a range of road, rail, aviation and maritime transport projects in the UK and around the world, he is responsible for developing Halcrow’s economics advice to infrastructure clients. Prior to joining Halcrow in 2008, Andrew gained over 15 years of experience as a transport economist in the UK government’s Department for Transport (DfT). He developed the UK’s New Approach to Appraisal (NATA) framework for appraising transport projects. This framework -- which brings together economic, environmental and social impacts of major projects and can be applied to all modes of transport -- has influenced appraisal practice in many countries as well as at the World Bank. Andrew has also provided economic advice on road pricing and the Transport Innovation Fund, for which local authorities submitted bids to improve public transport alongside a commitment to introduce urban charging schemes. Andrew has economics degrees from the Universities of Wales and London.

Ferry Smith, Royal Dutch (Automobile) Touring Club, The Netherlands

Ferry Smith is the manager of the Public Affairs department at the Royal Dutch Touring Club (RDTC), the largest car club in the Netherlands. After joining the RDTC in 1979 as a car engineering advisor, Ferry was in charge of the test and information department for bicycles, mopeds and motorcycles. He went on to be chairman of the central Works Council and, for a decade, acted as the coordinator of the RDTC’s confidential advisors. Ferry has been responsible for the organization’s road pricing file since 1999. He is a member of the international board of EuroRAP (European Road Assessment Programme) and holds various managerial positions in the world of vehicle criminality prevention. Besides automotive sector experience, Ferry holds degrees in business administration, mechanical engineering/motor vehicle technology, journalism and photography.

Gunnar Söderholm, City of Stockholm, Sweden

A lawyer by training, Gunnar Söderholm has headed the City of Stockholm’s Environment and Health Administration since late 2006. Between 2002 and 2006, Gunnar was the deputy CEO where he was responsible for the City’s congestion charging project as well as housing and ICT development. During the 1990s, he worked as a political assistant to the deputy mayor for real estate, headed the City’s public trusty committee and was managing director for the Stockholm Housing agency. Prior to joining the City of Stockholm, Gunnar provided legal counsel to the Swedish Metalworkers Union and worked in a local court.
